The scaling problem
A cantonal climate promotion program starts small: Five pilot companies, a handful of measures, a table. Then the pressure grows: politically and socially, through the climate targets themselves. More companies, more categories, stricter verification requirements, more frequent inspection cycles.
At this point, the table collapses.
Applications arrive by email. Documents are missing. Inspectors work without a uniform basis. Correction rounds slow down the process. The program grows, but the administrative capacity does not grow with it. The political credibility of the program begins to suffer.
The administration is overburdened, the goals become unattainable.

Effective climate programs have three characteristics in common:
Ambitious criteria: Measures must achieve real impact, not fulfill minimum requirements. Those who do more should be able to benefit more. This requires that criteria are precisely defined, communicated transparently, can be viewed at all times and can be further developed on an annual basis.
Complete traceability: Funding from public offers requires a complete audit trail - who submitted what, who checked it, on what basis a decision was made. Without this transparency, there is a lack of political legitimacy.
Speed: Climate targets cannot be delayed. Programs must start, iterate and scale quickly. If you wait two years for an IT procurement, you lose two years of impact.

Prototype: Climate-neutral agriculture in Graubünden
The request from the canton of Graubünden to digitize its climate support program in agriculture (KNLGR) was the concrete reason to launch a long-developed idea as a product: a configurable platform for criteria-based support programs.
Based on this request, a complete interactive prototype was created that maps the entire process. Farms choose from a catalog of around 40 measures in six categories, collect points, reach funding levels and receive direct payments in proportion to their impact.

The prototype includes 115 automated test scenarios. It shows how a program can start with 140 farms and scale to 500 without proportionally increasing administrative capacity. A production order has not yet been placed.
